The Fleet Compliance Manager has full responsibility for creating, implementing, and maintaining a companywide Fleet compliance program. This program will be heavily focused on USDOT and FMCSA compliance. The Manager will be responsible for all federal, state, local and FMCSA regulatory compliance filings for the Fleet. Manage all driver qualification files in compliance with federal and state regulations. Ensure that all drivers are well informed and aware of changes and updates in regulations/requirements as directed by corresponding agencies (such as FMCSA, DOT, PHMSA). The Manager should demonstrate sound judgement and adherence to compliance regulations; possess strong skills in administrative policy and procedure development and demonstrate strong relationship building and problem-solving skills. Principal Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Responsibilities and essential job functions include but are not limited to the following:
Work with and through 3rd party Compliance vendors to ensure necessary tasks are being performed (Examples... J.J Keller & Associates, First advantage, etc.)
Monitor and maintain all Driver Qualification Files (includes insurance certificates, physicals, valid driver’s license, vehicle registration, etc.).
Provide training/seminars to all drivers, as applicable, under corresponding state and federal regulations.
Prepare and maintain records of all drug and alcohol tests (including random drug and alcohol screening), as required.
Responsible for all Federal, State and Local operational regulatory filings. Maintain a schedule of all filings and submissions to ensure timely completion and compliance.
Manage preventive maintenance, annual inspections, and vehicle maintenance compliance.
Research Industry Best Practices and stay abreast of changes or developments in the industry that increases safety and adds value to drivers, to include identifying systems, technology, etc.
Manage Driver Vehicle Inspection Report (DVIR) program for all necessary vehicles for the company.
Ensure that all new hires complete all necessary paperwork and training as required by company policy and Federal and State agencies and guidelines.
Maintains Tax and Registration Filings including IFTA, UCR, etc.
Provides support with analysis of HOS, Safety and Maintenance compliance with applicable law and company policy.
Identifies regulatory compliance risks/concerns and make recommendations or take corrective actions to implement solutions to improve controls.
CANDIDATE SUMMARY
Required Experience
Knowledge of methods, techniques, and procedures involved in driver compliance.
DOT- Hazmat experience preferred.
Knowledge of DOT/FMCSA processes (DataQ, UCR regulations etc.) preferred.
Proficient PC skills (Word and Excel).
Ability to communicate in English at an intermediate-advanced level (orally and in writing)
Ability to read and write alpha and numeric in English. Legible handwriting.
Interpersonal skills, customer service.
Skill in organization and time management.
Ability to coordinate programs, prepare reports and maintain accurate records.
Ability to work independently, extended hours, weekends and holidays as needed.
Required Leadership Traits and Characteristics
5+ years of experience in management with a proven track record of compliance with regulatory rules and company standards
Able to demonstrate high levels of drive, work ethic and personal accountability with the ability to help mitigate stressful scenarios while partnering with field leadership
Ability to listen with empathy
Ability to maintain sound judgement and high ethical standards and willing to notify appropriate leadership if rules, regulations and policies are not being followed at any level in the organization
Ability to problem solve at multiple leadership levels as well as with regulators
Strong people skills with ability to communicate with a dispersed and diverse workforce across multiple locations and geographies.
Formal Education, Qualifications or Training
Bachelor’s Degree or equivalent in Business, Project Management or related subject
