Job Summary
Oversees, implements, and manages pre hire and onboarding programs, specifically coordinates vendor communications, reporting, and background test grading and reporting. Assesses and analyzes recruiting needs and prepares reports to identify gaps and recommend solutions. Consults with management to ensure pre-hire and onboarding programs are current and aligned with business needs and goals.
Key Performance Indicators
- Retention- Identify the average tenure for colleagues compared to the tenure of other employees across the workforce, use data and analytics to who are identify colleagues not satisfied and are more likely to resign or be terminated from the company.
- Voluntary turnover – Identify the average voluntary turnover rate in first 90 days compared to tenure of other employees across the workforce
- New Hire Satisfaction – Using colleague interviews and anonymous surveys, determine satisfaction rate of new hires during every stage of pre-hire and onboarding
Principal Duties and Responsibilities
- Plans the delivery of the overall program and its activities in accordance with the goals of the organization
- Area(s) of program responsibility could include:
- Offer creation and delivery to candidate
- Sign on bonus documentation
- Background testing process
- Start confirmation
- Onboarding boxes
- Referral bonus tracking and payment
- Pre-employment testing grading process and law
- National account background test requirement management
- Consolidates content; selects suitable delivery methods and/or aids
- Consults with management to ensure programs and content are current and aligned with business needs and goals
- Develops best practice sharing across the organization and designs and implements mentor training
- Establishes trusted partnering relationships and manages expectations within the team, with key stakeholders and with external parties.
- Collaborates with stakeholders to set vision and strategic direction of program
- Serves as the primary subject matter expert for process and project-related activities across HR, internal clients and vendors
- Runs, reviews and delivers reporting for processes and programs for assigned area(s) of responsibility to stakeholders, management and vendors (if applicable) along with metrics management and review associated with SLA's for processes.
- Support for investigations, compliance and policy administration as needed.
CANDIDATE SUMMARY
Required Experience
- Customer service focused, have a passion for process improvement, be self-motivated, and able to work both independently and in a team environment
- Ability to develop and maintain long-term strategic relationships with candidates and internal teams
- Strong verbal as well as non-verbal communication skills
- Strong organizational skills
- Experience with ATS (Workday experience highly preferred)
- Handle sensitive situations with tact and diplomacy
- Maintain a professional demeanor in all interactions
- Experience in supporting organizations with multiple branches / sites
- Experience in a fast-paced environment with multiple customers and competing priorities
- Experience with web-based tools, IT systems, projects
- Ability to research and analyze data, solve problems and make decisions
- Basic time management skills, strong organizational skills, strong attention to detail
- Strong attention to detail
- Intermediate reporting and analytical skills

- Ability to take initiative- seek guidance when necessary, anticipate issues and recommend solutions
- The ability to use available resources and feedback to continually develop mastery in your role and facilitate team and project-level learning, including coaching others
- The ability to provide excellent service, including being able to address complex service matters, implement and communicate service changes to everyone involved
Formal Education, Qualifications or Training:
- Associate’s degree or high school diploma
- 5-7 years of program management experience required
Physical Demands and Working Conditions

Incumbent must be prepared to:
- Move up to 10 pounds occasionally, by lifting, carrying, pushing, pulling, or otherwise repositioning objects.
- Sitting for long periods of time while using office equipment such as computers, phones and etc.
- Fingering and Repetitive motions; such as movement of wrists, hands and fingers while picking, pinching and typing during your normal working environment.
- Express or exchange ideas with others through the use of spoken word, quickly, accurately, and at an easily audible volume, and receive detailed information through oral communication at usual speaking levels without correction, and/or make fine discriminations in the nature of sounds in the environment.
Incumbent is required to have:
- Close visual acuity to perform detail-oriented activities at distances close to the eyes, as well as visual acuity to perform activities at or within arm’s reach with skill, control, and accuracy, such as preparing and analyzing data, viewing computer screen and expansive reading.
Incumbent will be subject to:
- Inside working conditions: The change of building environment such as with or without air conditioning and heating.
